Yes, foreign nationals can visit Arunachal Pradesh. You need an Indian visa and a Protected Area Permit (PAP), you normally travel in a group of at least two, and the trip is arranged through a registered Indian tour operator with a fixed itinerary.
Can foreigners visit Arunachal Pradesh?
They can, and many do. The whole state is a Protected Area, which is why the permit exists. The Inner Line Permit that Indian tourists use does not apply to foreigners, and the permit guide explains the difference.
What foreigners need
- A valid Indian visa. The PAP is in addition to it, not instead of it.
- A Protected Area Permit for the state.
- A group of at least two travellers. The Home Ministry rules allow tourists in a group of two or more, sponsored by a recognised Indian agency, with a pre-drawn itinerary.
- A route that stays on the permitted circuits.
How long is the permit and where does it cover?
A PAP is typically issued for up to 30 days. It lists the places you may visit, and the well-travelled circuits are open, including Bhalukpong to Bomdila and Tawang, Ziro, Itanagar, Pasighat and the road to Mechuka. What foreigners cannot do
Foreign nationals are generally not permitted at Bum La Pass. Some nationalities also need prior clearance from the Ministry of Home Affairs, and that clearance is not routine, so start early. NRIs and OCI holders cannot use the ILP and apply for a PAP instead.
How to prepare
- Choose your route and dates first. The PAP needs a fixed itinerary.
- Send your passport and visa details to your operator.
- Allow three to four weeks. It is slower than the ILP.
- Carry printed copies of the permit and passport at every checkpost.

Best trips for first-time foreign visitors
