"Best" is a word every agency's homepage uses about itself, ours included further down this page. Rather than ask you to take that on faith, here is what actually separates a good Arunachal operator from a risky one — check any agency you're considering in Dibrugarh against this before you pay an advance.
What to check before you book, from Dibrugarh or anywhere else
Is the permit actually handled, or just mentioned?
Ask who applies for the Inner Line Permit and when. "You'll need to arrange your own ILP" buried in the fine print after you've paid is the most common way a cheap quote turns expensive.
Whose vehicle and whose driver?
A driver who lives on the route knows the landslide diversions, the closed fuel stations and which homestay actually has power tonight. A Guwahati taxi sent up for the week does not.
Is the itinerary real or a template?
Ask for hotel names, not just town names. "Hotel in Tawang" on a quote means they haven't booked it yet. A real operator names the property.
What happens if a pass closes?
Sela and the Mechuka road do close. Ask what the plan is before you pay, not after you're stuck at Dirang.
Is the price per person actually comparable?
A quote assuming a full 10-seater looks far cheaper than one assuming your actual group of two. Ask what group size the per-person price assumes.
